BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Increase Tobacco Tax Revenue to Support Medical Aid Programs
 
SECTION I - PURPOSE
The purpose of this bill is to increase tax revenue from tobacco products to provide funding for medical aid programs
and to support public health initiatives.
 
SECTION II - JUSTIFICATION
Tobacco use contributes to preventable illnesses and strains the healthcare system. Increasing taxes on tobacco will
reduce consumption and generate revenue to fund medical aid, ensuring better access to healthcare while promoting public
health.
 
SECTION III - DEFINITIONS
A tobacco product is any product made or derived from tobacco or containing nicotine that is intended for human
consumption
Medical aid is a type of insurance that provides financial coverage for medical treatments and related expenses in
exchange for a monthly premium.
 
SECTION IV - FUNDING
Allocating additional tax revenue from tobacco products to medical aid funding.
 
SECTION V – PENALTIES/ENFORCEMENT
Overseen by the department of revenue and the department of health and human service.
 
SECTION VI – EFFECTIVE DATE
January 1st 2027.
