BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Mandate That High Schools Offer A Personal Finance Class.
 
SECTION I - PURPOSE
This bill aims to mandate that all public high schools offer at least one person finance class.
 
SECTION II - JUSTIFICATION
Many student who leave high school are not financially literate and struggle managing money after high school.
 
SECTION III - DEFINITIONS
To Offer A Class: Fir a school to have a class that a student may take if they wish.
Public High School: Any education institution with students from grades 9 to 12
Financial Literacy: Understanding of how to manage money, handle debt, budget, and the like.
 
SECTION IV - FUNDING
This act would require funding to pay for what may be an entirely new class in schools. To facilitate this, an raise in
income taxes would be adequate.
 
SECTION V – PENALTIES/ENFORCEMENT
Any school which does not comply shall receive a cut in state funding.
 
SECTION VI – EFFECTIVE DATE
This bill will come into effect at the start of the 2027-2028 school year.
