BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Establish National Nap Day as a Statewide Observance
 
SECTION I - PURPOSE
To designate the third Friday in March annually as National Napping Day in the State of Minnesota, promoting public
health, wellness, and awareness of sleep hygiene through voluntary observance.
 
SECTION II - JUSTIFICATION
Scientific studies show that short naps (10–30 minutes) improve memory, mood, and reduce stress. Sleep deprivation is a
growing public health concern. Recognizing National Napping Day encourages healthy rest habits and helps Minnesotans
adjust to Daylight Saving Time.
 
SECTION III - DEFINITIONS
Napping: a brief period of sleep not exceeding 30 min during daytime hours.
Observance: Voluntary participation by individuals, schools, and workplaces in activities promoting rest and sleep
education.
 
SECTION IV - FUNDING
This act does not require funding, as this act primarily promotes rest and sleep education
 
SECTION V – PENALTIES/ENFORCEMENT
No educational institution or office will be penalized. This is all completely voluntary
 
SECTION VI – EFFECTIVE DATE
This act shall take effect immediately upon passage by the youth governor
