BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Ban foods containing high fructose corn syrup.
 
SECTION I - PURPOSE
The purpose of this bill is to improve health welfare by eliminating high fructose corn syrup in foods. A wide range of
processed foods contain a substance that can cause irreversible damage to the human body. This substance is called high
fructose corn syrup. You can't hide from this chemically made substance. You could be dying from the inside and not even
realize it
 
SECTION II - JUSTIFICATION
HFCS can increase the risk to many health problems such as type 2 diabetes, fatty liver disease, heart disease, obesity,
gastrointestinal problems, high cholesterol, high blood sugar, and could even accelerate cancer growth. Minnesota is
ranked in the top 5 states with the highest cancer rate across all the states in the nation. Cancer is the leading cause
of death in the state, followed by heart disease also influenced by HFCS. HFCS, with its connection to cancer, could
make the cancer way worse, and possibly kill you.Cancer isn't all to worry about, HFCS can also cause obesity.Over 100
million Americans are obese, over 40 percent of Americans. HFCS is a major factor in obesity rates across the country;
and obesity itself has many health concerns. Just like alcohol, the more HFCS you consume, the more likely you are to
develop an addiction. Once you start, it's very difficult to stop. Even if you want to stop, HFCS is everywhere, you're
bound to relapse. In the small chance you stay really dedicated to not consuming HFCS, you'll still face withdrawal
symptoms when you stop. On average, Americans consume 12 teaspoons of HFCS per day, with teens consuming 80 percent more
than the national average. We feed this stuff to our kids, and big corporations profit from our addiction. In turn for
profit, they kill us from the inside.
 
SECTION III - DEFINITIONS
HFCS/High fructose corn syrup - An artificial sweetener made from corn starch
Fatty liver disease - A condition where fat builds up in the liver.
Gastrointestinal problems - conditions effecting the digestive system. Examples such as diarrhea, bloating, and nausea
 
SECTION IV - FUNDING
The Minnesota department of agriculture would fine all companies illegally using HFCS, and would be responsible for
enforcement of the penalty.
 
SECTION V – PENALTIES/ENFORCEMENT
Businesses that break this law would face a fine of at least 1,000 dallors to at most 10,000 dallors, depending on the
size of the business, and the magnitude of the offense. If the business fails to comply, they would face a temporary
suspension in the selling of their goods.
 
SECTION VI – EFFECTIVE DATE
June 1st 2027
