BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Allow youth 12 and Under to roller blade/skate on the sidewalk within 3 feet of the curb in business districts
 
SECTION I - PURPOSE
Ensures that youth will be safe and protected within cities by being allowed to rollerblade/skate on the already
existing sidewalks. Local authorities will not be allowed to prohibit the usage of sidewalks in business districts by
rollerbladers/skaters, with the exceptions that can be found in the definitions. Local authorities are not required to
mark the 3-foot distance; it is a general measurement of area provided as average business district sidewalks are 8-12
feet wide.
 
SECTION II - JUSTIFICATION
Youth should not be required to rollerblade/skate in traffic as a way to get from point A to point B. They should be
allowed to use the sidewalks as a safety precaution, without endangering pedestrians, considering it is harder to see
children on roller skates in cars blind spots. Which in turn creates more possibilities for collision and injury.
 
SECTION III - DEFINITIONS
Rollerskate or Skate: A Pair of boots or metal frames fitted to shoes with four or more small wheels that glide against
a surface.
Rollerblade: An in-line skate that is worn on the foot, comes in pairs.
Business Districts: Business area as indicated by local ordinances, so like downtown business areas as example
Exceptions: Maintenance to sidewalks or buildings, construction of said sidewalks or buildings, and restriction of
public use for concerns of safety that are usually given out by law enforcement.
Minnesota Crime Victims Reimbursement Program: The reimbursement program provides financial help to victims and their
families for losses incurred as a result of the crime, which includes criminal vehicular opperation.
 
SECTION IV - FUNDING
No funding needed.
 
SECTION V – PENALTIES/ENFORCEMENT
If the local authority, police do not follow the new procedure and a child is hit, then they are required to contribute
10,000 dollars to the fund of the "Minnesota Crime Victims Reimbursement Program."
 
SECTION VI – EFFECTIVE DATE
01/01/2027
