BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
have an independent commission draw congressional districts
take away the legislature's power to redraw congressional districts by hiring an independent commission to redraw them
SECTION II - JUSTIFICATION
In most states in the U.S congressional districts are being drawn by the state's legislature. all over the u.s this has
resulted in unfair maps intended to benefit a political party and not create maps that determine the will of the people.
while the federal constitution outlaws racial gerrymandering there is no punishment for political gerrymandering.
My proposal is to hire an independent committee of 15 people who will be tasked to redraw congressional districts
according to the current schedule of every census year. In order to become a committee member one must fill out an
application and prove they don't have any "conflict of interest" before being selected by the Minnesota State Auditor.
After that they will serve for a 10 year term following their appointment once every census year.
this will be similar to the system used in California, New York and Michigan among other states.
SECTION III - DEFINITIONS
- Independent committee: a group of 15 members 21 years on older who are U.S citizens and can not be a past or present
elected official or actively work for any registered political party.
- congressional districts: any legislative districts currently set to be drawn by the legislature of the state of
-Conflict of interest: any private interests, such as personal or financial motives that could impede a member's ability
to draw a fair map. What classifies as this is up to the discretion of the State Auditor.
the retail delivery fee will be raised from 50 cents to 75 cents to pay for hiring the committee
