BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Public Charging Access Act.
 
SECTION I - PURPOSE
The purpose of this bill is to ensure that individuals have access to safe, reliable electrical outlets or chargers in
public buildings for the purpose of charging personal electronic devices.
 
SECTION II - JUSTIFICATION
Access to device charging is increasingly essential for communication, navigation, education, and emergency situations.
Many individuals rely on mobile devices to access public services, digital documents, transit schedules, and online
government platforms. However, numerous public buildings lack adequate outlets or charging stations, resulting in
inconvenience.
 
SECTION III - DEFINITIONS
(a) Each public building must provide at least one (1) accessible charging access point per every 500 square feet of
public seating or waiting area.
(b) Charging access points may be wall outlets, table/desk outlets, or standalone charging stations.
(c) Charging access points must be clearly marked and available for public use during normal operating hours.
(d) New public building construction or major renovations must include integrated charging access in seating/waiting
areas.
 
SECTION IV - FUNDING
(a) Installation and maintenance of charging access points shall be funded through existing facility maintenance and
capital improvement budgets allocated to each public building.
(b) Public buildings may utilize low-cost charging equipment or multi-port stations to minimize expenses.
(c) No additional taxes, fees, or new appropriations are required for implementation.
(d) Public buildings are encouraged to incorporate charging access installations into scheduled renovations or upgrades
to reduce labor costs.
 
SECTION V – PENALTIES/ENFORCEMENT
Compliance shall be monitored by the relevant facilities management authority. Buildings must simply report completion.
If not reported a small fine will be applied.
 
SECTION VI – EFFECTIVE DATE
January 1st 2027
