BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Legalize sex work within licensed brothels in the state of Minnesota.
This bill will allow sex work to legally happen within licensed brothels in Minnesota. The Minnesota department of
public safety will oversee the licensing process for all brothels within the state. All brothels within the state must
be at least 2 miles away from any school zone. In addition to this, counties and cities can impose additional
restrictions on where brothels can be, and how far apart they are. The decision of whether or not to allow brothels at
all will be left up to individual cities.
Brothels will need to provide contraceptives to all employees and clients. The use of contraceptives will be required
when participating in any sexual act. Brothels will be required to provide weekly and monthly STD/STI testing for all
employees that are ingaging in sex work. If an employee contracts an STD/STI the brothel must cover all the costs of
their treatment as well as provide paid leave for the length of their recovery. In the case that an employee becomes
pregnant from a client, the brothel will either pay for an abortion or cover the cost of all prenatal care and a
paternity test depending on the wants of the pregnant individual.
Clients will either have to prove they tested negative for any STD/STI within a week of their visit. If they have not
had a STD/STI test within a week they will have to take a rapid STD/STI test and undergo an exam by a nurse. Clients
will also have to sign a contract stating that they are liable for any damages that the sex worker could receive from
the client. Individual brothels and sex workers can also add to this contract.
All employees must be over the age of 21 and able to give informed consent. Employees also must pass a background check
to insure that they are not being forced in to sex work. All brothels must also employ at least one security guard and
at least one nurse during all hours the brothel is operating. Brothels will also be subject to random inspections from
the Minnesota Department of Public Safety.
SECTION II - JUSTIFICATION
When sex work is done illegally it is extremely dangerous for the sex worker. It is more likely for them to be extorted,
abused, and contract a STD/STI. This is because sex workers are afraid of the legal consequences they could face if they
come forward. Making sex work legal will put systems in place to support sex workers without fear of punishment. Sex
work will also help bring money into the state becuse of sex based tourism. This increased tourism will help support the

Sex Work: The act of participating in sexual activities in exchange for money.
Sex Worker: A person whose work involves sexual activities in exchange for money.
Prostitution: The process of engaging in sexual activities in exchange for money.
Prostitute: A person who engages in sexual activities in exchange for money.
Brothel: A place of business where sex workers are able to be hired.
STD/STI: sexually transmitted disease or sexually transmitted infection.
Minor: A person under the age of 18.
School Zone: A 300ft radius around any property owned by a school.
Contraceptives: A device used to prevent the spread of an STD/STI. Such as a condom or dental dam.
Client: Someone who is paying a sex worker for sexual acts.
Informed Consent: Being informed of all the risks asosated with sex work and making a decision to do it without coercion
Sex Trafficking: When someone is forced into sex work buy another person.
Sex Tourism: Traveling to a location spiritually to engage in sexual activities.
Pornography: Materials like films, photos, or writings that depict sexual acts.
This bill will fund itself through the purchase of the licenses required to run a brothel. There will be a one-time
$50,000 fee when applying for a license. Brothels will also be required to pay an annual fee of $25,000 dollars.
SECTION V – PENALTIES/ENFORCEMENT
If a brothel is found to be employing or serving people ages 18-21 they were will lose their license and be fined up to
$50,000 with a possibility of up to two years in jail.
If a brothel is found to be employing people under the age of 18 they will lose their license and will be subject to
Minnesota’s exsisting laws around sexual acts with minors.
If a brothel is found to be participating in sex trafficking in any way they will lose their licenses and be subject to
Minnesota’s existing laws around sex trafficking.
