BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Mandate A Minimum Daily Wellness Period For All Public High School Students.
 
SECTION I - PURPOSE
The purpose of this act is to allow time for students to improve their mental health, academic performance, and physical
well-being.
 
SECTION II - JUSTIFICATION
High school students face constant stress from classes, tests, and additional responsibilities; however, the majority of
schools provide them with little time to rest during the day. Research suggests that taking short breaks can enhance
focus, mood, and learning. A daily wellness period would provide students with an opportunity to relax, socialize, or
engage in physical activity. helping them return to class refreshed and ready to learn. This bill prioritizes students'
health and well-being to enhance the high school experience.
 
SECTION III - DEFINITIONS
1. Wellness period
Referring to a period of unstructured or semi-structured time during the school day, where students are not engaged in
academic instruction and may choose to rest, socialize, or participate in physical activity. High schools must provide a
minimum of 10 minutes each school day for this period.
 
2. High school students deal with constant stress from classes, tests, and additional responsibilities
Students in grades 9-12 often face ongoing academic and personal challenges, such as maintaining good grades, studying
for exams, completing assignments, and balancing extracurricular activities like jobs or family-related obligations.
 
SECTION IV - FUNDING
1. The General State Education Funds should provide funding
High schools can be provided funds for equipment or increased staffing; however, high schools can utilize the already
provided equipment.
 
 
SECTION V – PENALTIES/ENFORCEMENT
Violations of this act shall result in a fine of up to $500 per month of noncompliance, issued by the Department of
Education.
 
SECTION VI – EFFECTIVE DATE
The effective date shall be July 1st, 2026.
