BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Have drivers take a written test every 8 years to show driver´s knowledge of new and little known motor vehicle laws.
Every day, drivers encounter complex and evolving traffic laws meant to protect everyone on the road. However, many
licensed drivers are unaware of important rules—such as when it is legal to turn left on red onto a one-way
street—because they learned them years ago and never revisited the information. To improve road safety and ensure
drivers remain informed of current laws, this bill proposes a mandatory written knowledge retest every eight years for
SECTION II - JUSTIFICATION
Many drivers learn traffic laws only once, often as teenagers, and never review them again, leading to outdated
knowledge and unsafe driving practices. This bill would ensure that drivers stay informed by requiring a written
knowledge retest every eight years. The test will cover updated laws, safe driving practices, and state regulations,
with renewal contingent on passing. The DMV will provide study materials and accessible testing options, including
alternatives for those with medical limitations. By keeping drivers current on evolving rules and technologies, this
bill promotes safer roads, reduces preventable accidents, and fosters lifelong driving responsibility.
SECTION III - DEFINITIONS
A Written (Permit) Test is a state-administered assessment covering road rules, signs, and safe driving practices. This
version would be about 20 questions and would not have redundant questions like "what does a stop sign mean?"
The License Renewal Period refers to the standard four-year period between license issuance and renewal, as set by state
A Temporary Suspension means a pause in driving privileges until compliance, or successful retest, is achieved
The Department of Motor Vehicles (DMV) is the state agency responsible for issuing driver’s licenses and enforcing
Tabs are what causes your licence plates to be legal.
Updated Laws: any new law in the past 8 years.
Add a $0.50 tax to tabs, which would add about 45 million dollars every year.
SECTION V – PENALTIES/ENFORCEMENT
Loss of drivers license until test has been taken and passed.
