BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Require Buses and Trains to Meet Minimum Accessibility Standards for Disabled Passengers
 
SECTION I - PURPOSE
The purpose of this bill is to ensure equal access to public transportation for all citizens, including those with
disabilities
 
SECTION II - JUSTIFICATION
The Minimum Accessibility for Public Transit Act is needed because many people rely on buses to get to school, work,
medical appointments, and other important places, but not all buses are easy for everyone to use. Some buses do not have
ramps, lifts, or enough space for people with disabilities, parents with strollers, or elderly riders.
 
SECTION III - DEFINITIONS
A. Public Transit – Buses, trains, and other government-operated or publicly funded transportation.
B. Accessibility Standards – Features that allow disabled passengers to safely board, exit, and use transit vehicles,
including ramps, priority seating, and audio/visual announcements.
 
SECTION IV - FUNDING
Funding may come from federal or state transit grants or local transit budgets.
 
SECTION V – PENALTIES/ENFORCEMENT
Transit agencies failing to comply may face fines up to $50,000 per month and restrictions on grant eligibility.
 
SECTION VI – EFFECTIVE DATE
This act shall take effect January 1, 2026
