BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Put an age requirement on soda.
 
SECTION I - PURPOSE
The purpose of this bill is to put a restriction on the age in which children can buy and consume soda in order to
prioritize and improve the health of kids in Minnesota. It will affect children under the age of twelve.
 
SECTION II - JUSTIFICATION
Soda can be addictive and lead to many health issues for children such as tooth decay, heart disease, loss of appetite,
sleep problems, dehydration, weakened liver or kidney and can very negatively impact their developing minds. Putting a
restriction on the soda young and growing children can consume will benefit not only the physical but also mental
well-being of today's kids.
 
 
SECTION III - DEFINITIONS
Soda: any carbonated beverage with added sugar, caffeine and/or any artificial flavors or sweeteners.
 
SECTION IV - FUNDING
Any needed funding to support this bill will come from fines listed in the penalties.
 
SECTION V – PENALTIES/ENFORCEMENT
Any business that sells soda to children under the age of twelve may pay a small fine starting at fifty dollars and may
increase depending on the age, frequency and/or severity of the issue.
 
SECTION VI – EFFECTIVE DATE
September 1, 2026
