BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
create a diversion program for families experiencing homelessness who are caught shoplifting basic needs resources.
 
SECTION I - PURPOSE
The purpose of this bill is to create a way for families experiencing homelessness not to be prosecuted for accessing
basic necessities and connect with rehabilitation and basic needs services
 
SECTION II - JUSTIFICATION
When families are experiencing homelessness there is a cycle of poverty which includes various barriers including
criminal history. If families struggle to get their basic needs met. Exceptions should be made because of their
circumstances.
 
SECTION III - DEFINITIONS
 
(Shoplifting) when someone goes to a business and takes without purchases
(families experiencing homelessness) a family with nowhere to go and in poor condition
(basic necessities) things you need like food clothes water
 
SECTION IV - FUNDING
The program requires funding for clothes food and other necessities and would come from new taxes
 
 
SECTION V – PENALTIES/ENFORCEMENT
The penalty for this will be the regular law for stealing
 
 
SECTION VI – EFFECTIVE DATE
January 5th 2026
