BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Remove the PE requirements for athletes in high school
The purpose of this bill is to remove the statewide policy of high school students needing to have a PE requirement
regardless of if their in sports or not.
SECTION II - JUSTIFICATION
This bill is important because it allows for athletes to focus more on training for their sport rather than
participating in a wide range of activities that don’t benefit them. Removing the requirement for athletes to
participate in PE would allow them to become more specialized in their sport and be able to focus more on it.
SECTION III - DEFINITIONS
PE: instruction in physical exercise and games, especially in schools.
Athlete: a person who is proficient in sports and other forms of physical exercise.
Sport: an activity involving physical exertion and skill in which an individual or team competes against another or
others for entertainment.
Funding will come from each individual school district in case an extra teacher is needed to make sure athletes still
are taking a full schedule of classes.
SECTION V – PENALTIES/ENFORCEMENT
Since athletes not needing to take PE is optional students may still take the class. If a school is found to be forcing
athletes to participate in PE they will be fined $1000 and be required to place the student in a different class that
fulfills a different credit. To catch schools forms will be sent out to random students across the state through their
email and if multiple students from the same school report that they are in PE by force, a representative will be sent
to investigate the school.
