BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Increase Number Of Franchise stores in the state of Minnesota
 
SECTION I - PURPOSE
According to the Minnesota data there are approximately 4,629 fast food restaurants and the most popular fast food
restaurant being Subway with 389 locations, caribou coffee with 303 locations, Starbucks with 243 locations, McDonalds
with 219 locations, Dairy Queen with 205 locations you may wonder why I didn’t list places like toco bell, sonic, Burger
King, Wendy’s, five guys, Dunkin’ Donuts, popeyes and ect.. because they are underperforming and not profitable
 
 
SECTION II - JUSTIFICATION
I want to diversify more the fast food choices for Minnesotans and you wonder what fast food I’m talking about for
example like jolibbi, in and out, whataburger and seven eleven. These chains offer different flavors and menu items that
could appeal to a wider range of tastes in Minnesota. From Jollibee's unique takes on fried chicken and
Filipino-inspired dishes to In-N-Out's simple but iconic burgers, and Whataburger's Texas-sized offerings, each brings
something unique. Some may appreciate chains that focus on fresh ingredients, while others may be drawn to the spicy
flavors or unique desserts offered by other chains. Ultimately, more variety means more options for everyone.
 
 
SECTION III - DEFINITIONS
1). Appeal shall be defined as making a serious or urgent request, typically to the public.
2). Ultimately shall be defined as finally; in the end
3). Profitable shall be defined as a business or activity yielding profit or financial gain.
 
 
SECTION IV - FUNDING
This bill requires an investment of five millions dollars from the government. The funds will go to the first one
hundred approved applicants, and they will be awarded fifty thousand dollars to go towards initial startup fees/costs.

This bill will start on June 6 2029
