BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
replace all members of the Minnesota executive and judicial branches of government with an AI system.
The purpose of this bill is to replace all the current serving and future members of the Minnesota executive and
judicial branches of the government with an AI system.
SECTION II - JUSTIFICATION
The proposed bill would fix multiple current problems in the government. Humans can only work for so many hours a day
and are not always effective in their work. The AIs would be far more effective workers as they could work constantly
and make decisions quicker. Human government workers are easily bribed and bought over by corporations. The AIs would
not be influenced by factors like bribes and corruption making them more reliable as the heads of government. The AIs
only focus would be on running the state and looking out for all the people and not personal interests. Allowing the
judicial system to be run by AI would produce more consistent and fair rulings across trails. The legislature would not
be replaced so that Minnesota would still be a democracy and elected officials would still be able to make decisions.
Overall this bill would allow the Minnesota government to manage the state more efficiently.
SECTION III - DEFINITIONS
A.(AI System) - A computer program that can analyze data, make decisions, and perform tasks without any human input.
B.(Executive Branch) - The section of government including the governor, and appointed officials like the lieutenant
governor, attorney general, secretary of state, and others.
C.(Judicial Branch) - The section of government that handles the criminal cases and legal disputes in the states.
This system would cost around 1-3 billion dollars to implement and an additional 100-300 million dollars to run each
year. Once the system gets in place it will save an estimated 300-600 million dollars a year.
SECTION V – PENALTIES/ENFORCEMENT
Anybody who attempts to tamper with or harm the AI system will face a fine or prison time depending on the severity.
SECTION VI – EFFECTIVE DATE
The proposed bill will be effective as of November 3rd, 2026.
