BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Restrict and/or moderate the use of Ai for academic purposes in schools.
 
SECTION I - PURPOSE
We all know that the invention of generative AI can be used as a tool to help study or in everyday life, but it can also
be used as a crutch by students to “help” with their homework. Generative AI is a problem in the sense that it strips
some Developing Children of actual learning as many simply use AI chatbots like ChatGPT as a crutch to do their homework
for them rather than doing it themselves.
 
SECTION II - JUSTIFICATION
Generative AI needs to be restricted or at the very least moderated, as these students are the future generations, and
if the new generation can't figure out how to do their homework without asking a robot to do the work for them, what
hope do we have? A study taken in 2024 analyzes different groups of students, one group that has access to ChatGPT to
study on their practice quiz, and the other group without. The study found that the students that had access to ChatGPT
got a better score on the practice quiz by 48%, however they ultimately scored 17% worse on the actual test compared to
the students that did not have any access to ChatGPT or other AI chatbots. There was also a third group of students in
which they had access to ChatGPT, but a revised version of it that can't give direct answers and can only give hints or
help to truly help students study, these students scored 127% better on the practice quiz, however during the actual
test, they did no better than the students that had access to regular ChatGPT. This all shows that not only are students
using it to do their homework, they are also suffering from it as a study tool as even the modified ChatGPT could make
mistakes and tell you the wrong thing, in fact, ChatGPT gave incorrect answers or steps 50% of the time.
 
SECTION III - DEFINITIONS
Generative AI - Chatbots often found on the internet where when given a question or prompt, will answer to the best of
its ability with an algorithm coded into and use certain pieces of evidence fed to it to best answer the question or
respond to a prompt.
ChatGPT - By far the most advanced and used AI Chatbot used by the majority of groups.
 
SECTION IV - FUNDING
No funding needed
 
SECTION V – PENALTIES/ENFORCEMENT
All public k-12 schools would be forced to regulate AI by their own methods, preferably by blocking and restricting AI
Chatbots like ChatGPT on their devices and internet. Schools could also enforce their own penalties and punishments for
use of AI chatbots, although this won't be mandatory.
If a school does not follow these regulations then they can be fined
1st offense - $100
Every other offense fine increases by 15% ex: 2nd offense - $115, 3rd offense - $132.25, etc.
 
SECTION VI – EFFECTIVE DATE
The bill will take effect on the date of August 1st 2026, as some schools in the US start earlier in the year.
