BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Add a Free Discovery Reading and Writing Elective across school
 
SECTION I - PURPOSE
To promote the chance to discover things you might have been expected to know in literacy during school but couldn't due
to other circumstances and to let people have a positive outlook of reading and writing instead of viewing it as just an
everyday communication chore.
 
SECTION II - JUSTIFICATION
Recent research data shows that less than half of all students and only about 46% of third graders are reading
proficiently. This has been happening specifically since 2021 that literacy has been facing a decline. The state-level
response indicates that Minnesota’s goals have been documented by the READ Act (Reading to Ensure Academic Development
Act) signed by Governor Tim Walts on May 24, 2023. The act includes requirements for evidence-based reading instruction
and screening for students in grades K-3.
Minnesota schools face challenges as it is no longer a state requirement to teach cursive and is being replaced by
keyboards. Although keyboards do promote good writing style, it’s not helping young students practice writing. If
students can barely learn how to write normally, how can we ensure that they can learn cursive like today's adults can?
With literacy problems students might find it difficult to enjoy reading and writing and ultimately have a negative
outlook about it leaving them unmotivated to want to learn.
A Free Discovery Reading and Writing Elective Act can help students find the fun in reading and writing as they will be
able to navigate literacy through choosing their own projects to work on as an elective choice at their school.
 
 
SECTION III - DEFINITIONS
Literacy- The ability to read and write.
Cursive Writing- A writing style with cursive letters joined.
Promote- Further the progress of (something especially a cause, venture, or aim) ; support or actively encourage.
Circumstances- A fact or condition connected with or relevant to an event or action.
Elective- An optional course of study.
School- An institution to educate children.
