BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Require The Disclosure Of AI-Generated Political Media.
 
SECTION I - PURPOSE
The purpose of this act is to ensure honesty and transparency in political communication by requiring that any political
advertisement or public communication using AI-generated or digitally altered images, videos, or audio be clearly
labeled to prevent misinformation and protect Minnesota voters.
 
SECTION II - JUSTIFICATION
Artificial intelligence can now create extremely realistic deepfakes that falsely show individuals saying or doing
things that never happened. These deepfakes can mislead voters, damage reputations, and influence elections unfairly.
Minnesota currently lacks a statewide standard requiring disclosure of such content. This act increases voters’ ability
to identify false or altered media and supports fair, transparent elections across the state.
 
SECTION III - DEFINITIONS
Deepfake-Any image, video, or audio that has been digitally altered or generated using artificial intelligence to
realistically depict a person doing or saying something they did not do or say.
Political communication-Any advertisement, social media post, message, robocall, mailer, or public statement intended to
influence voters in Minnesota.
Publisher: Any campaign, political action committee, organization, or individual responsible for creating or
distributing political content.
AI-Generated: Content created by Artificial Intelligence algorithms, not humans.
Disclosure: The act of making information known or a fact that is made known. In this Act, “disclosure” refers to a
clear, visible statement reading: “This content includes AI-generated or digitally altered material.”
Media: The main means of mass communication (broadcasting, publishing, and the internet) regarded collectively.
Advertisement: A picture, short film, song, etc. That tries to persuade people to buy a product or service.
 
 
SECTION IV - FUNDING
The implementation of this Act shall be funded by the Minnesota Campaign Finance & Public Disclosure Board (CFB) through
its existing budget appropriations for political advertising oversight, with all fines collected from violations of this
Act being deposited back into the Board’s budget to support enforcement, monitoring, and compliance efforts.
 
SECTION V – PENALTIES/ENFORCEMENT
Any publisher who distributes political communication containing a deepfake without the required disclosure label shall
be subject to a civil fine of up to $1,000 per violation.
The Minnesota Campaign Finance and Public Disclosure Board shall oversee enforcement of this act.
Violating content must be removed or corrected with proper labeling within 48 hours of notice from the enforcing body.
 
SECTION VI – EFFECTIVE DATE
This act will take effect on July 1, 2026
