BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Extension of teen labor laws with a consent form.
 
SECTION I - PURPOSE
The purpose of this bill is to allow students ages 14-15 to work until 8:00 pm on a school night with a consent form
signed by the student, guardian, and employer. The bill aims to give students more opportunities to make money and gain
valuable work experience, as well as balance responsibilities.
 
SECTION II - JUSTIFICATION
Teens under 15 in Minnesota don't have enough opportunity to gain work experience. Working until 7 pm for only 3 hours a
day on school nights does not give enough opportunity for kids to make anywhere near enough money to be sustainable, and
teens should be given the opportunity to work later if they desire. According to the Federal Reserve survey for young
workers, 56% of part-time workers are unhappy with their current schedule, wanting more hours.
 
SECTION III - DEFINITIONS
School night- any night (Monday through Thursday) that is followed by a scheduled school day.
Student employee- a student aged 14-15 who is working a part-time job, as well as attending a public or private school
Employer- a company or person that employs people
Extended work hours- allowance for a student to work up until 8:00 pm on a school night, with the authorization of this
bill.
Consent from the Employer, the student, and the guardian - written confirmation agreeing to work the extended hours.
 
 
SECTION IV - FUNDING
No funding needed.
 
SECTION V – PENALTIES/ENFORCEMENT
After the form has been signed, employers who violate the bill by making student employees work past the extended hours
will face fines up to $300, and repeat offenders will be suspended from hiring student employees for 90 days.
 
SECTION VI – EFFECTIVE DATE
Effective on September 8th, 2026.
