BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Offer napping as an elective for students in Minnesota, aka NAPS (No more Absentminded Pupils in School).
To give the students who need more rest the option to take an elective nap class to sleep, rest or reset lasting a
minimum of 30 minutes and a maximum of 40 minutes.
SECTION II - JUSTIFICATION
According to the CDC, high school students are recommended to get at least eight hours of sleep each night. When
students get less than this, they experience what is known as short sleep duration. Short sleep duration is also linked
to obesity, diabetes, poorer academic performance, reduced focus and more. By offering this class as an elective,
schools can give students who struggle to get enough rest at home an opportunity to catch up on sleep during the school

Short sleep duration: According to CDC, sleep duration is sleeping less than 7 hours in a 24-hour period.

Because students can fall asleep anywhere, they may use a standard desk or their sweatshirt as a pillow. Since this is
an elective, this class is optional. Teacher compensation, if needed, will be funded by the MDE, but only if it cannot
be incorporated into the teacher’s regular daily schedule.
SECTION V – PENALTIES/ENFORCEMENT
If people are caught misusing this, it’s left up to the schools to decide what should happen with the student misusing
If schools fail to add the option to take this course, they get a warning and have 60 days to include it. The second
violation will result in a $250 monthly fine until the elective option is added.
