BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Restrict the sale, manufacture, and distribution of Assault Rifles in Minnesota.
 
SECTION I - PURPOSE
The purpose of this bill is to improve public safety by removing assault rifles, firearms capable of firing high numbers
of rounds quickly, from civilian use in order to better protect students, families, and communities.
 
SECTION II - JUSTIFICATION
Assault rifles present a major safety concern because they allow a single person to fire a large number of bullets in a
very short amount of time. This isn’t just theoretical, we’ve seen it happen here in Minnesota. At Annunciation Catholic
School, a shooter was able to fire 116 rounds in 4 minutes. Incidents like this show how quickly situations can escalate
when assault style rifles are involved.These weapons are built for high speed, high volume firing, which makes them far
more dangerous in public settings than standard firearms. My bill to ban assault rifles is designed to reduce that risk.
By removing assault rifles from civilian use, we can make schools, neighborhoods, and communities safer without taking
away basic rights. This is a practical, preventative step toward reducing the severity of violent incidents and
protecting the people who live here as well.
 
SECTION III - DEFINITIONS
Assault Rifle: means any semi-automatic rifle that can accept a detachable magazine and is capable of firing a high
number of rounds rapidly.
Civilian: any person who is not currently serving as a sworn law enforcement officer or an active-duty member of the
United States Armed Forces or the National Guard.
High volume firing:the ability of a firearm to shoot a large number of rounds in a short period of time, allowing one
person to cause maximum harm quickly.
Public Safety: The protection of students, teachers, and community members from preventable harm caused by high-capacity
firearms.
 
SECTION IV - FUNDING
Will be covered by the states general fund. Additional funds may come from fees on firearm transfers or permits as
allowed by law. No new taxes are required.
 
SECTION V – PENALTIES/ENFORCEMENT
Any person who knowingly violates this law shall be guilty of a felony, punishable by up to 5 years in prison, a fine of
up to $25,000, or both, as determined by the court. Law enforcement shall confiscate any assault rifles found in
violation.
 
 
SECTION VI – EFFECTIVE DATE
January 1 2027
