BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
High school starts an hour later with one online hour to make up for the lost time.
The bill is being written to have the high school start time be pushed to an hour later and have one online hour so the
physical school day can end earlier and still have the same amount of classes.
SECTION II - JUSTIFICATION
It is scientifically proven that teenagers need more sleep than younger kids. A teenage melatonin doesn’t kick in until
12:00 am (midnight) so they don’t feel tired until later at night leading to lack of sleep. Having a lack of sleep can
cause a rise in obesity and other physical health issues along with mental health issues like depression, anxiety,
insomnia, or even thought of ending their life. The problem with having it start later is that it means it goes later
which can interfere with sports and or work for high school students. But if every student had one online hour then the
school can still end at the same time and the students can get that online class done at any time of the day. If the
student wants to wake up early and do it they are free to do so, or they can do their work in between other classes or
after school and other activities.

Insomnia: constant sleepiness or the inability to sleep
Pineal: a pea-sized conical mass of tissue behind the third ventricle of the brain, secreting a hormone-like substance
Hormone: a chemical messenger produced in one part of the body that travels through the bloodstream to regulate the
functions of cells, organs, and tissues in other parts of the body
Ventricle: a hollow part or cavity in an organ

SECTION VI – EFFECTIVE DATE
It will take a while for the plan to take effect and to get the software and teachers ready for the online classes so it
should be active starting at the beginning of the 2030-2031 school year.
