BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Increase funding for public high school art programs by $10,000 a year.
 
SECTION I - PURPOSE
The purpose of this bill is to increase funding for high school art programs.
 
SECTION II - JUSTIFICATION
Arts education develops creative problem-solving and divergent thinking. Research also shows that students who
participate in the arts tend to have higher standardized test scores, better attendance, and stronger engagement.
 
SECTION III - DEFINITIONS
This bill will affect Minnesota high school art programs.
Art programs are defined as courses and activities that focus on the study and creation of art across various
disciplines, including visual, performing, and digital arts.
This bill will NOT take funding from other high school extracurricular activities or enrichment programs.
 
 
SECTION IV - FUNDING
This bill will get funding from raising the Minnesota property tax by .00005% which would bring in $5,000,000 annually.
This will only be an average increase of $0.17 for the median home value of $350,000.
The money will be divided among all Minnesota public high schools as determined by student enrollment.
 
 
SECTION V – PENALTIES/ENFORCEMENT
If a school misuses funds they could face penalties such as administrative actions, loss of federal funding and legal
consequences.
 
SECTION VI – EFFECTIVE DATE
This bill will go into effect at the start of the 2026/2027 school year.
