BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Establish a Voluntary Winter Employment and Shelter Program for Financially Desolate Adults Through Rotational Power
Generation
 
 
SECTION I - PURPOSE
The purpose of this bill is to get a place for homeless people to stay during the winter and to have a job where they
are provided with shelter, food, and appropriate wages to eventually get off the streets.
 
SECTION II - JUSTIFICATION
With this bill the financially desolate will be given shelter, food, and according to wages with their work of running
in a power generating device to give less power costs to the public during the season of winter. This will help the
homeless population get off the streets while providing benefits to the general public. It is harder to generate power
in the winter because of wind and solar restrictions so having people generate electricity can help counteract this. If
they don't want to do this they don't have to. It also shows them what having a job is like so they can use it in the
real world once they are off the streets.
 
 
SECTION III - DEFINITIONS
Financially Desolate: People who are in extreme financial ruin and are living on the streets
Disability Needs: People that have a disability that stops them from being able to run for an extended period of time
rotational device: A safe human sized device that resembles a hamster wheel
Season of winter: December 1st to April 1st
Shelter: A roof over their heads that has adequate beds, and bathrooms.
Food: Healthy food that meets the requirements of Minnesota Department of Health and food that will account for dietary
restrictions such as but not limited to allergies, religious beliefs, vegetarians, vegans, and keto.
According Wages: The amount we will pay them will be around the Minnesota minimum wage of $11.13 per hour.
Wind restrictions: During winter wind turbines don't work as well in winter because of the cold and this causes
restrictions for power
Solar restrictions: During winter the length of daylight is shorter hence less time for solar panels to generate power
 
 
SECTION IV - FUNDING
The Emergency Food Assistance Program (TEFAP) provides federal funding for food banks in the United States. The
Minnesota Food Shelf Program (MFSP) Grant also provides funding for soup kitchens, shelters, and food shelves to ensure
they have the necessary food to give out to those in need. For the building costs and wages of the workers, non-profit
organizations such as Feeding America and also government agencies such as the Community Food Projects Competitive
Grants Program (CFPCGP) would help pay for this.
