BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Provide free bussing to all students, Kindergarten to 12th grade
 
SECTION I - PURPOSE
the purpose of this bill is to allow all students safe transportation to and from school without having money as an
issue.
 
 
SECTION II - JUSTIFICATION
this bill is needed because a lot of families may not be able to keep up with the increasing bus prices. This can lead
to unsafe conditions as students may have to cross busy roads or walk through unsafe weather conditions.
 
SECTION III - DEFINITIONS
unsafe - a condition where a person may be put in danger or harm. Transportation - getting from one place to another
using a motorized vehicle. Allocation - the process of distributing or assigning something, such as money.
 
SECTION IV - FUNDING
The cost of providing free bussing for all K–12 students will be covered through an annual allocation from the state
education budget. Funds currently used for transportation subsidies will be redirected to ensure all students have
access to free school transportation without additional cost to families.
 
 
SECTION V – PENALTIES/ENFORCEMENT
the penalties for not cooperating with this bill would be a monthly tax on the bussing company. The amount they would
have to pay would be determined based on the number of students that signed up for the bus.
 
 
SECTION VI – EFFECTIVE DATE
the effective date for this bill would be the start of the 2026-2027 school year. This will give the school and bussing
companies enough time to prepare for the change. Yet not too long where people have to pay more for the bus.
