BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Provide Safe and Affordable Housing for Homeless Individuals and Families in Minnesota.
The purpose of this bill is to reduce homelessness across the state of Minnesota by creating, funding, and maintaining
safe, affordable, and supportive housing options for individuals and families who lack stable shelter. This bill seeks
to ensure that every homeless Minnesotan has access to a secure place to live, promoting health, safety, and community
SECTION II - JUSTIFICATION
Homelessness affects 9201 of Minnesotans each year, including veterans, people under 25 make up 46%, and people with
disabilities make up 40% of the homeless population in Minnesota. Lack of stable housing increases health risks 64% of
Minnesotas homeless population has been diagnosed with a mental illness. Lack of a stable home also lowers educational
success, and strains emergency and healthcare systems. Providing housing and supportive services has been proven to
reduce public costs and improve community outcomes. This bill recognizes housing as a basic human need and an essential
foundation for individual stability and economic growth.
This will help families get financial stable and be able to get jobs and have care.
SECTION III - DEFINITIONS
1. “Homeless individual” means a person who lacks a fixed, regular, and adequate nighttime residence.
2. “Supportive housing” means affordable housing combined with on-site or connected services such as mental health care,
job training, and substance use support.
3. “Affordable housing” means housing for which the occupant pays no more than 30% of their gross income for rent and
4. “Department” means the Minnesota Department of Housing and Urban Development (HUD-MN) or its designated agency
There is appropriated from the state’s general fund the sum of $200 million.The Department shall collaborate with local
governments, tribal nations, and nonprofit organizations to allocate funds.
