BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Equal health care for all
Health care in the state of Minnesota is not affordable for everyone. Employers should be required to cover at least 85
percent of their employees' healthcare benefits. This measure would impact employers, but it would help individuals
afford health care and ultimately enhance their overall well-being. This will also be a benefit to health care providers
and bring in more business on their end.

This bill is crucial because, in today's world, not everyone has access to health care benefits, leading to significant
gaps in their mental and physical well-being. Once enacted, this legislation will apply statewide. All employers under
national companies or LLCs, that are businesses registered in Minnesota, will be obligated to comply with its
The funding for this bill will come from an existing reinsurance program in Minnesota, which covers 80 percent of
healthcare claims between $50,000 and $250,000. Health care providers can pay into the state 10 percent of their profit
in to taxes to help fund this bill.
SECTION V – PENALTIES/ENFORCEMENT
Employees will have to submit proof of providing 85 percent coverage on health care to the state once a year. If the
employer fails to file this form, they will be fined $1,000 per employee.
SECTION VI – EFFECTIVE DATE
This bill should go into effect in the next calendar year January 1st, 2027.
