BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
To provide maternal health support for pregnant women in rural Minnesota.
 
SECTION I - PURPOSE
This bill aims to improve the health and well being of pregnant women living in rural areas of Minnesota by providing
extra prenatal check ups and transportation to medical appointments. This will help reduce pregnancy complications and
support healthy mothers and children.
 
SECTION II - JUSTIFICATION
Many women in rural Minnesota have limited access to healthcare because hospitals and clinics are far away. This can
cause many problems during pregnancy if women miss important check ups. By offering extra support, this bill may help
pregnant women get the care they need and reduce health risks for mothers.
 
 
SECTION III - DEFINITIONS
Prenatal check ups medical appointments during pregnancy to monitor the health of the mother and baby.
Rural areas - parts of Minnesota that are outside of cities and towns, where medical services are limited
Transportation assistance - help with travel or rides to medical appointments
 
 
SECTION IV - FUNDING
Funding for this bill will come from the Minnesota Department of health's existing maternal and child health budget,
with possible additional state funding allocated through the annual health services budget.
 
 
SECTION V – PENALTIES/ENFORCEMENT
Healthcare providers or transportation services that fail to offer the support needed by this law without a valid reason
may face fines determined by the minnesota department of health
 
 
SECTION VI – EFFECTIVE DATE
This law would take place on January 1 of the year following its passage to allow time for implementation and
coordination with health care providers.
