BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Make Foster Care Safer
 
SECTION I - PURPOSE
The purpose of this bill is to ensure children in foster care receive bi-monthly check-ins. Increasing check-ins will
assist in ensuring the safety of children within the foster care system. Currently in Minnesota there is a minimum of
one check-in per month, this bill will double it to twice a month.
 
SECTION II - JUSTIFICATION
In 2023, 81 out of 10,535 kids were being mistreated while in foster care. By increasing regular contact between the
social workers and children in care, we can bring down that number. Minnesota needs to protect their children.
 
SECTION III - DEFINITIONS
Bi-monthly - Two times per month
 
SECTION IV - FUNDING
If additional social workers are needed because of increased workload, tax dollars would cover this.
 
SECTION V – PENALTIES/ENFORCEMENT
If an agency fails to enact this standard, penalties may include fines up to $10,000 per violation.
 
SECTION VI – EFFECTIVE DATE
Effective 90 days after passage
