BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
enhance greater oversight within charter schools to provide broader access to meet the needs of differing student
All students, regardless of their background deserve access to the resources and support to reach their academic goals
or potential. When an educational environment acknowledges and values a student’s unique identity, culture, and
experiences. This can help them feel safe, respected, and included. Oftentimes, charter schools in Minnesota place these
bizarre and over the top expectations on students to pursue interests that are of the leaders of the charter school, and
not necessarily what the school represents. For example, if a student is looking to attend a Japanese-Immersion based
charter school in hopes of being immersed with the Japanese language and culture; students should be allowed to choose
from a range of academic course offerings and not be forced to take courses that fit the needs of only a group of
students. As a result, this bill seeks to create an oversight committee for the broader charter and immersion schools in
the state of Minnesota to make sure that schools are allowing for students to have greater accessibility.
SECTION II - JUSTIFICATION
The school system has a moral obligation to serve all children in it, ignoring the needs of any population means failing
to develop their potential. Course offerings need to be diverse and accessible. Many charter schools course offerings
only relate and are accessible to a group of students who sometimes, their families, have a stake in making decisions
for the school. Students should be allowed to choose and meet their needs
SECTION III - DEFINITIONS
Population: A particular section, group, or type of people or animals living in an area or country.
Programmic: the use of advertising technology to buy and sell digital ads.
Charter School Program (CSP) state-level funding formulas supporting diverse student populations. The committee will be
made up of ten individuals that receive a $2,000 stipend for their time served for the school year. The committee will
be meeting virtually once a month to make decisions and review things. This is generally the standard pay for folks
serving on a committee or providing for students for a school year.
SECTION V – PENALTIES/ENFORCEMENT
