BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Minnesota Beauty Service Price Transparency Act
 
SECTION I - PURPOSE
To require beauty service providers in Minnesota to display full, upfront pricing for all services and add-ons,
protecting consumers from hidden fees and ensuring fairness statewide.
 
 
SECTION II - JUSTIFICATION
1. Many beauty service providers currently fail to display all prices, causing surprise charges and unfair treatment.
2. Clear, mandatory pricing protects consumers and prevents deceptive practices.
3. Enforcement ensures that businesses comply and consumers are informed.
 
 
SECTION III - DEFINITIONS
1. Beauty Service Provider: Any business offering hair, nail, lash, brow, skincare, waxing, tattoo, piercing, or
cosmetic services.
2. Full Pricing: A complete list of all service prices, including add-ons such as gel removal, nail art, length fees,
design fees, material fees, or additional charges.
3. Consumer: Any individual receiving services from a beauty service provider.
 
SECTION IV - FUNDING
Enforcement will be funded through penalties collected under this act; no additional state funding is required.
 
SECTION V – PENALTIES/ENFORCEMENT
The Minnesota Department of Commerce shall oversee compliance, conduct audits, and perform inspections as needed. 1.
First offense: Written notice and 14 days to comply.
2. Second offense: $500 fine.
3. Third offense and beyond: $1,000 per violation.
4. Continued noncompliance may result in temporary suspension of business operations until compliance is achieved
 
SECTION VI – EFFECTIVE DATE
This act shall take effect July 1, 2026.
