BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
remove the enforcement of parliamentary procedure.
This bill is simply for those that have terrible memories, as I sympathize for those who simply cannot remember these
complicated phrases. This bill will remove the necessity of parliamentary procedure.
SECTION II - JUSTIFICATION
There are three reasons for this bill. The first being, parliamentary procedures are old and outdated as these were
implemented around the 19 century. According to apachejunctionaz.gov/ Henry Martyn Robert implemented the procedures
back in 1876, and as times change, these rules are simply too old for our continued use. Second, because they are
lengthy and unnecessary, we can still have a peaceful discussion without fancy dialects. The procedures can be replaced
with a simple agreement to be kind to one another and just be respectful. The third reason, as stated before, these are
too hard to remember for some and time used to memorize these could be better used somewhere else.
SECTION III - DEFINITIONS
The main hope of this bill is not to entirely remove parliamentary procedure, just to make it optional.
There is no need for funding.
SECTION V – PENALTIES/ENFORCEMENT
There will be a fine of $250 every week that the courts are not informed. Whoever doesn't make the call is responsible
SECTION VI – EFFECTIVE DATE
My bill will take action February 1st.
