BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Educate Teens on Anti-Human Trafficking Awareness in Drivers Ed.
The purpose of this bill is to equip new drivers with the knowledge to recognize signs of human trafficking, understand
how traffickers use transportation systems, and know how to easily report suspicious activity. Increasing awareness at
the point when students receive driving instruction enhances public safety and supports statewide prevention efforts.
SECTION II - JUSTIFICATION
Human trafficking remains a serious and often hidden crime, and teens are among the most frequently targeted age groups.
Traffickers commonly used transportation systems, gas stations, hotels, and highways-places new drivers regularly
encounter-to recruit move or control victims. Because most trafficked individuals never self-identify and in many cases
go unreported, prevention through public awareness is one of the most effective strategies for reducing exploitation.
Incorporating a brief anti-human trafficking module into driver's ed ensures that every new driver, regardless of
background or school district, has access to potentially life-saving information.

DPS- Department of Public Safety.
Human trafficking- the use of force fraud or coercion to compel a person into providing labor, services or engaging in
