BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Have stricter limitations on firearm ownership.
 
SECTION I - PURPOSE
The purpose of this bill is to lower gun death rates by mandatory education classes before hunting licenses or gun
purchases.
 
 
SECTION II - JUSTIFICATION
The danger of guns comes not only from misuse and shootings, but also improper storing and suicides. The number of
deaths from all of these cases is far too high, and many times stems from people who are uneducated on the dangers and
proper usage of firearms. Providing education on firearms will help lower injuries and deaths from firearm misuse. 564
people died from firearms in Minnesota during 2024. Minors are required to take a course before obtaining a hunting
license. This law would require all Minnesota residents, regardless of age, to take this course.
 
 
SECTION III - DEFINITIONS
“Firearm”- a weapon that uses gunpowder to shoot the weapon.
 
SECTION IV - FUNDING
The costs would be paid for by the test taker to cover the cost of the test.
 
SECTION V – PENALTIES/ENFORCEMENT
The penalty for any person found in possession of a firearm without a proper licence is up to 10 years in prison and a
20,000$ fine.
 
 
SECTION VI – EFFECTIVE DATE
18 months after passage.
