BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
The bill to subsidize ICE powered vehicles in the state of Minnesota. BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
the bill to subsidize Internal Combustion Engine (ICE) vehicles in the state of Minnesota.
 
SECTION I - PURPOSE
Section 1- Purpose
The total number gasoline sales will be taxed 5% to fund public ICE powered vehicle production only in the state of
Minnesota. This bill is here because ICE powered vehicles are better suited for the driving conditions in the state of
Minnesota.
 
SECTION II - JUSTIFICATION
Section 2- Justification
Minnesota is focusing on funding electric vehicles when they should be focusing on ICE vehicles.
Battery life in electric vehicles are not suited for the harsh winters in Minnesota.
Lack of widespread public charging stations for EV’s, and long distance travel.
Charging availability for electric vehicles is limited.
Need for home charging for EV's
No range anxiety in cold weather: Electric vehicles (EVs) can experience a significant reduction in range in cold
weather, while internal combustion engine (ICE) vehicles are not affected in the same way, making them more reliable for
long trips during Minnesota's harsh winters.
Established infrastructure: Gasoline stations are widely available and convenient throughout Minnesota, providing a
familiar and accessible refueling method.
No home charging investment: Unlike EVs, ICE vehicles don't require an upfront investment for a home charging station to
"fuel up" conveniently overnight.
Familiar technology: The technology is well-understood, and the maintenance and repair networks for ICE vehicles are
established and widespread across the state.
 
SECTION III - DEFINITIONS
Section 3- Definitions
1. ICE- Internal Combustion Engine.
2. Subsidies- Financial assistance provided by a government or public authority to individuals.
3. EV(s)- Electric vehicle(s)
 
SECTION IV - FUNDING
Section 4- Funding
The funding for this legislation shall be a 5% tax on total gas sales across Minnesota in the fiscal year. The money
will be split to the vehicle companies, to the manufacturing of ICE vehicles.
 
SECTION V – PENALTIES/ENFORCEMENT
Section 5- Penalties/enforcement
​Manufacturers receiving subsidies must use funds exclusively for ICE vehicle production and related infrastructure.
Misuse of funds or refusal to participate in compliance audits shall result in fines up to $500,000 per violation,
assessed by the Minnesota Department of Commerce.
 
SECTION VI – EFFECTIVE DATE
Section 6- Effective date/ fiscal year
This legislation will take effect on January 1st, 2027.
