BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Regulate Electricity Prices
The purpose of this bill is to set a price cap regulation on electricity prices. Doing so will prevent some companies
from building more databases, since databases require an increase in electricity prices. The increase in electricity
prices are due to the massive power demand that strains the existing grid infrastructure which requires expensive
upgrades. If the PUC caps the price, companies are not able to request the PUC to raise it. The cap would be set to
13.45 cents /KWH. If businesses would like to continue with building their databases, the electricity price would be
raised for their company alone.
SECTION II - JUSTIFICATION
Companies shouldn't be able to raise prices that affect the general public. People in lower classes shouldn't suffer
more so that businesses can prosper. The current electricity price /KWH is at 16.94 cents, which for some people, is
getting harder and harder to pay for- lower income families reporting it takes as much as 30% of their income- which is
why it is necessary to cap that price so that everyone can pay their electricity bills every year. Even though databases
are extremely important for our high technological world, preventing some of them from being created helps our
environment. Databases, now being made with AI, leave a huge carbon footprint in their wake. They generate a large
amount of heat, which requires large amounts of water for cooling systems, evidently destroying our ecosystem.

Database- a structured set of data held in a computer, especially one that is accessible in various ways. The type of
database this bill is meant for is databases' based off of artificial intelligence
AI- also known as artificial intelligence, it is a computer system can perform tasks that typically require human
intelligence, such as learning, problem-solving, and decision-making
Minnesota Public Utilities Commission (PUC) - an independent regulatory agency within the U.S. state of Minnesota
responsible for the oversight and regulation of public utilities, including electric, natural gas, and
telecommunications services.
price cap regulation - a form of economic regulation that establishes an upper limit on the prices that a utility
companies- mainly referring to companies that actively use and make databases
SECTION V – PENALTIES/ENFORCEMENT
If companies wish to use more than 3000 KWH, then their rate would differ and they would get taxed more to pay for the
electricity they use. The PUC has further rules through state laws and commission orders.
