BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Create the Minnesota Homeless Education and Rehabilitation Program (MHERP)
This bill would create a government run program to reintegrate people without homes into our economy. It would offer
education in trades, career paths, entry level jobs, and a rehabilitation program in case they struggle with any form of
SECTION II - JUSTIFICATION
M.H.E.R.P is important not only on a moral standpoint; human suffering is a net negative, but also to help a capitalist
economy function. To have so many people not working and therefore not buying, creates a burden on cities that we’re
currently only bandaging with shelters. Reintegrating people without homes into working and being able to provide for
themselves would not only reduce the need for tax payer money to go to grants for homeless shelters, but also fix the
root problem. Furthermore, if people that were returned to working joined the state workforce, it would almost be paying
SECTION III - DEFINITIONS
LTHSSF: Long-term Homeless Supportive Services Fund provides supportive services to help adults, families and youth who
are experiencing long-term homelessness find and maintain housing.
HAS: Housing Access Services is a grant program that helps individuals with disabilities or disabling conditions move
into their own homes in the least restrictive setting. It provides financial assistance for application fees, deposits,
furnishings, and household items, along with personalized support to find and access housing of choice.
PATH: Projects for Assistance in Transition from Homelessness (PATH) supports outreach and case management services for
people with serious mental illness and/or substance use disorder, and who are experiencing homelessness to meet their
basic needs and obtain housing.
Funding for M.H.E.R.P would come from the MN Department of Human Services. Specifically, it would be working with grant
programs such as LTHSSF, HAS, and PATH.
