BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Make Healthcare Free
 
SECTION I - PURPOSE
This bill will make it so that everybody that is a resident in Minnesota can have access to healthcare.
 
SECTION II - JUSTIFICATION
This bill will make healthcare free for any Minnesota resident (unemployed, self-employed, employed, those who are
currently on Medicaid, etc.). This is important because people will get the help that they need. This bill will make the
healthcare system very similar to Canada’s healthcare system. This helps everybody and does not exclude any person in
Minnesota. In the Minnesota Council of Health Plans website, they state, “as many as ninety-three thousand Minnesotans
will find coverage unaffordable and become uninsured in 2026” (1). Even though the size ratio between Canada and
Minnesota is not equal, Canada arguably has better resources. Canada has “provided all Canadians with publicly funded
healthcare insurance”(Ross University School of Medicine: Page 1). Canada has also offered to “help cover needed
prescriptions, provinces and territories provide outpatient drug plans” (The Commonwealth Fund: Page 1). Even though
Canada has covered the out-of-pocket costs, this bill will not cover prescription drugs, dental implants, and glasses.
 
SECTION III - DEFINITIONS
Healthcare- Efforts made to maintain, restore, or promote someone's physical, mental, or emotional well being,
especially when being performed by trained and licensed professional staff.
Resident-A person that lives in Minnesota for at least for a year and who carries a Minnesotan issued driver's license.
 
 
SECTION IV - FUNDING
Taxation increases by 7% on any single or married filing jointly Minnesota residents that have an income of greater than
or equal to $1 million per year.
 
SECTION V – PENALTIES/ENFORCEMENT
If somebody gets rejected from any healthcare worker, then the licensed professional who rejected that person will get a
$355 fine and 90 days in jail.
 
 
SECTION VI – EFFECTIVE DATE
January 1st, 2028
