BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Supply Government-Funded Buildings with Narcan Packs Within a Five-Mile Radius of the Most Documented Cases of Drug
This bill’s purpose is to prevent drug-influenced deaths in Minnesota by providing Naloxone packs to state-funded
facilities to give to any individual who requests. This will lower the number of deaths caused by drug overdoses and aid
SECTION II - JUSTIFICATION
With 994 drug-related deaths in Minnesota in just 2024, we have seen a steady decline in drug-related deaths already.
The reason people are surviving these overdoses is due to Narcan (Naloxone), which aided the 26% decrease in deaths in
just one year alone. With more affordable and quicker access, it could do so much more for the people of Minnesota.
Studies from the “National Health Care For The Homeless Council” have also shown that the homeless population in
Minnesota is ten times more likely to die due to a drug-related death. By ensuring that naloxone is readily available to
those in government-funded buildings reach, we can act quickly to save lives and show our communities the care they
SECTION III - DEFINITIONS
Narcan:” Naloxone is a medicine that rapidly reverses an opioid overdose. It is an opioid antagonist. This means that it
attaches to opioid receptors and reverses and blocks the effects of other opioids. Naloxone can quickly restore normal
breathing to a person if their breathing has slowed or stopped because of an opioid overdose.” nih
overdose: “A drug overdose is taking too much of a substance, whether it’s prescription, over-the-counter, legal, or
illegal. Drug overdoses may be accidental or intentional. If you’ve taken more than the recommended amount of a drug or
enough to have a harmful effect on your body’s functions, you have overdosed.An overdose can lead to serious medical
complications, including death. The severity of a drug overdose depends on the drug, the amount taken, and the physical
and medical history of the person who overdosed.” Healthline

THE FUNDING FOR THE DRUG NARCAN WILL BE WITHDRAWN BY .7 PERCENT FROM THE BUDGET OF THE MINSTOA DEPARTMENT OF HEALTH,
GIVING US A BUDGET OF 7 MILLION FOR NEEDED NARCAN. ANY AND ALL EXTRA FUNDS WILL BE RETURNED TO THE MINNESOTA DEPARTMENT
OF HEALTH DURING THE NEXT FISCAL YEAR.
SECTION V – PENALTIES/ENFORCEMENT
In counties with the highest rates of drug overdoses, the police chief will be personally responsible for ensuring that
all government-owned or publicly funded buildings within high-risk areas are equipped with naloxone (Narcan) and that
the supply in those buildings is properly maintained at all times. If a police chief fails to ensure naloxone
availability in these designated buildings, they will first receive a warning and a two-week grace period to correct the
issue. After that period, if any overdose death occurs in the area and it is proven that the death could have been
prevented by the naloxone that should have been available in those buildings, the police chief will face a financial
penalty—a $20 deduction from their paycheck for each such overdose reported during the time naloxone was not properly
stocked in the buildings.
