BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Provide Remedial Teaching for Under-Performing 5-8 Students.
 
SECTION I - PURPOSE
The purpose of this bill is to provide students with remedial teaching to get them back on track
for success after a fast decline of performance in the subjects of Math and Reading due to the
COVID-19 Pandemic.
 
SECTION II - JUSTIFICATION
Between 2020 and 2021, there was a 68% increased risk of Kindergarten students not being
able to read. This bill is important because these students are our future, and if they don't have
these basic skills, they and our State are set up for failure. Another reason why this bill is
needed is because it will also make learning more complex concepts easier for these students
in the future.
 
SECTION III - DEFINITIONS
Remedial Teaching: Remedial education is assigned to assist students in order to achieve
expected abilities in core academic skills such as Reading and Math.
Kindergarten: A school or class that prepares children for first grade. A child in kindergarten is typically 5 or 6
years old.
 
SECTION IV - FUNDING
$250 million is needed, which will be funded by the Minnesota Department of Education.
There will be a 12% cigarette tax increase, and an 18% vape tax increase.
The Minnesota Department of Education will also postpone all statewide curriculum revision and
review across all subjects to the 2026-2027 school year.
 
SECTION V – PENALTIES/ENFORCEMENT
For those who don't comply, they will be fined $125 a week, and we will all suffer the consequences of these students
being unable to understand these subjects.
 
SECTION VI – EFFECTIVE DATE
September 7, 2026
