BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Provide Necessities of the Female Anatomy
 
SECTION I - PURPOSE
The purpose of this bill is to ensure access to menstrual products for those in need. Public institutions–including
stores, restaurants, and workplaces–will be required to provide menstrual products in their restrooms for female
customers and employees. This includes installing pad and tampon dispensers in the women’s restrooms, or providing a
container with these products.
 
SECTION II - JUSTIFICATION
Many women face these common problems: the dreaded early start of their period or bleeding through their clothing. If
you’ve ever had a menstrual cycle, you know exactly what I’m talking about. The embarrassment when someone points out a
stain, or when you find a red spot in your pants. We all hate it. We’ve all had it. The last thing we need i s to be
stuck in a bathroom without supplies.

SECTION IV - FUNDING
Funding for this bill will be generated through a new tax of 0.02% on each bottle of gel nail polish sold. The 0.02% tax
on each bottle of polish, assuming each bottle is $9.99, will equate to $0.19 per bottle. This money will go toward
business owners buying menstrual products for their public bathrooms.
 
SECTION V – PENALTIES/ENFORCEMENT
This bill will be enforced by health inspectors. The inspectors will check the bathrooms during their regular checks,
ensuring that the business has products available to the public. A fine will be the penalty for a violation of the
bill’s guidelines. The amount of the fine will be determined by the individual situation.
 
SECTION VI – EFFECTIVE DATE
This bill will go into effect exactly one month after it is passed. This will give business owners time to gain
information on the situation and prepare their place of business for when the bill goes into effect.
