BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Raise the purchasing age of a firearm(s) to 25.
 
SECTION I - PURPOSE
The purpose of this bill is to raise the purchase age for firearms and lower the overall chance of gun violence and
likelihood of accidents.
 
SECTION II - JUSTIFICATION
According to Harvard Medical School, the brain does not fully develop until around the age of 25. A person under the age
of 25 is more likely to lack impulse control and make lethal emotionally charged decisions. According to the John
Hopkins center for gun violence solutions between 2013 and 2022, gun death rates among youth increased 35%, and
according to the MN department of public safety firearm homicides in Minnesota were 117% higher in 2022 than in 2018.
People aged 18-24 accounted for 35.7% of firearm homicides in Minnesota from 2018–2022, and their homicide rates were
two to three times higher than those of people over 40. Requiring a person to be 25 years old to purchase a firearm will
result in lower rates of gun violence.
 
SECTION III - DEFINITIONS
1. “Firearm” shall be defined as a weapon that expels a projectile by the action of an explosive propellant that can
cause bodily harm.
 
 
SECTION IV - FUNDING
No funding needed.
 
SECTION V – PENALTIES/ENFORCEMENT
The penalty for purchasing possessing or carrying a firearm illegally may result in a felony offense and up to 15 years
in prison and fines of up to $30,000.
 
SECTION VI – EFFECTIVE DATE
This bill will go into effect on January 1st, 2027.
