BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
The High School Flexible Scheduling Act
 
 
SECTION I - PURPOSE
The purpose of this bill is to improve time management, reduce student stress, and prepare high school students for
college and real-world responsibilities by allowing them to choose their own class times within a structured, flexible
schedule.
 
 
SECTION II - JUSTIFICATION
The High School Flexible Schedule Act is needed because the current school schedule is outdated and doesn’t match the
way students learn best. Most high schools make students sit through many short classes every day, which can be
stressful and doesn’t give enough time to really understand the material.
 
SECTION III - DEFINITIONS
Flexible Schedule – A school scheduling system that offers multiple time options for required classes, allowing students
to build their own daily schedule.
B. High School – Any public secondary school serving grades 9 through 12.
C. Scheduling Period – A designated time before each semester when students select their classes and class times.
D. Core Classes – Required courses in English, Math, Science, and Social Studies.
 
 
SECTION IV - FUNDING
A. Implementation costs for scheduling systems, staff training, and student orientation shall come from existing
administrative and technology budgets.
B. Schools may apply for additional funding through the Department of Education’s Innovation in Learning Grant Program.
 
 
SECTION V – PENALTIES/ENFORCEMENT
The State Department of Education will approve pilot programs, track academic outcomes, and provide guidance to
districts adopting flexible schedules.
Schools that fail to comply after approval without a valid exemption may temporarily lose eligibility for innovation
grants or pilot funding.
 
 
SECTION VI – EFFECTIVE DATE
This act shall take effect on July 1, 2026, with pilot programs beginning in the 2026–2027 school year.
