BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Fund Homeless Outreach Workers
 
SECTION I - PURPOSE
The purpose of this bill is to reach and improve the living conditions of homeless Minnesotans directly and ultimately
get people housed and in chemical dependency treatment if necessary. Through access to social workers, unhoused people
can get over barriers and get access to already existing programs.
 
 
SECTION II - JUSTIFICATION
Homelessness is one of the main issues that plagues the US and it can be hard to improve. This bill would make a very
direct impact on people's lives by having outreach specialists actually face to face with them. Everyone's life is
complicated and having real people who understand your circumstances can be a lifesaver. These workers can help them
navigate the systems and resources already available and utilize the help they need.
 
 
SECTION III - DEFINITIONS
Outreach specialist - A social worker who has experience working with homeless people and helps to care for and create
connections with them.
Chemical dependancy - Dependance on substances and often addictions to function “properly”.
 
 
SECTION IV - FUNDING
Acquisition of funding will be through
Cities can apply to receive funding for outreach specialists in their area at no cost and will receive a $47,000 budget
per outreach specialist. For now 10 outreach specialists will be funded and cities will be prioritized by population and
lower median incomes. This will cost 470 thousand dollars.
 
 
SECTION V – PENALTIES/ENFORCEMENT
Does not apply
 
SECTION VI – EFFECTIVE DATE
The program would give funding to cities on 1/1/27.
