BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Prohibit Energy Drinks Containing 100mg or More Caffeine, to Minors in Minnesotan Sales and Schools (Through Highschool)
 
SECTION I - PURPOSE
To reduce overconsumption of caffeine in adolescents, by restricting sales to those under 18 years of age and banning in
schools
 
SECTION II - JUSTIFICATION
Energy drinks are oftentimes used by teenagers to get an easy mental and physical boost. Even though this is useful, it
comes with many unpleasant side effects if overconsumed. This includes irregular blood flow, dehydration, disruption in
brain development and sleep schedule, fatigue, tremors, and migraines. These troublesome manifestations are so common in
the teenagers of our society, that putting a barrier between our adolescents and these products is all the more
important.
 
SECTION III - DEFINITIONS
- Caffeine: A nervous system booster found in tea and coffee plants.
- Restricting: Setting a limit.
- Consumption: The use (in context; drinking).
- Adolescent: Children, age 10 to 19 or teenagers.
- Fatigue: Intense level of tiredness and low energy.
- Migraines: Intense headache, lasting hours or even days and can include nausea.
- Tremor: Shaking in one or more parts of the body.
- Minor: Not yet the age of an adult (under 18 in Minnesota).
- Manifestations: An observable expression of a condition

Food and drug administration
 
 
SECTION V – PENALTIES/ENFORCEMENT
Will be confiscated in schools

August 31, 2026
