BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Add A Mandatory Personal Finance Unit to Schools
 
SECTION I - PURPOSE
The purpose of this bill is to teach students about and how to manage their finances now and in the future.
 
 
SECTION II - JUSTIFICATION
Most people don't know how to do their own taxes, don't know what the different types of bank accounts are and what they
are used for, don't know how loans work, etc This causes lots of confusion and uneducated money decisions. Teaching this
in schools will help lessen tax lateness, long-term debt, and help people create a stable financial plan and fallback.
 
 
SECTION III - DEFINITIONS

SECTION IV - FUNDING
This bill will not require any additional funding, as the bill will be taught by K-12 teachers as an additional short
lesson in social studies classes, and the curriculum will be derived from already established personal finance classes.
 
 
SECTION V – PENALTIES/ENFORCEMENT
If this is failed to be taught, the school that is in violation will no longer be qualified to teach. If a school has
differing circumstances that prevent it from implementing this bill, it will be provided government assistance in
finding a solution.
 
 
SECTION VI – EFFECTIVE DATE
This bill will go into effect in the upcoming 2026-2027 school year on the start date of the individual school.
