BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
To restrict AI in the workforce
 
SECTION I - PURPOSE
The purpose of this bill is to provide steps and spur ideas for companies regarding the regulation of AI in their field
and the workforce as a whole.
 
SECTION II - JUSTIFICATION
In the past couple of years, AI has been advancing at an exponential rate, and the use of AI in the workforce is
continuously rising. Within the last year, at least 1.6 million jobs or 56% of the workforce have been or will be
influenced by AI, particularly of white collar jobs.
 
SECTION III - DEFINITIONS
White collar- work primarily in an office or professional environment (Such as Healthcare, technology, law, education,
to name a few)
IT governance - A framework that governs how organizations practice the use of technology, IT operations while
supporting business goals
 
 
SECTION IV - FUNDING
The funding of this bill would primarily come from existing technology and IT governance budgets in the state.
 
SECTION V – PENALTIES/ENFORCEMENT
If the employee is using AI to do the work for themselves or is using AI outside of the regulations, then they will be
met with a possible demotion or termination based on the employers decision.
 
SECTION VI – EFFECTIVE DATE
This bill will come into focus on March 1st, first letting all businesses know of the new bill and what is expected. The
first business day of December is when the bill will truly begin; by this point, the companies will have ample time to
employ trainers to teach the workers regarding the company's new policies and implement AI tools that will assist the
workers instead of replacing them.
