BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
require school uniforms in all Minnesota school.
The purpose of this bill is to require all schools in the State of Minnesota to adopt a school uniform policy. This bill
aims to create equality among students, reduce bullying and judgement based on clothing, and help students focus more on
learning instead of appearance or fashion.
SECTION II - JUSTIFICATION
Bullying related to appearance and clothing is a serious problem for Minnesota students. National education. National
education data shows that about 20.8% of students ages 12-18 report being bullied at school each year, and for middle
school students, that number rises to about 26.3%.
Studies also show that in Minnesota schools, appearance and clothing are major triggers for bullying incidents.Minnesota
has about 850,000 K–12 students, and state school reports show that roughly 18–22% of Minnesota students experience
bullying each year. That means around 150,000–180,000 Minnesota students are bullied in a single school year.
Out of those cases, Minnesota districts report that about 30–35% of bullying incidents are related to appearance or
clothing. This means an estimated 45,000–60,000 Minnesota students are bullied specifically because of the way they
dress, the brands they can or cannot afford, or their personal style.
SECTION III - DEFINITIONS
School: Any K-12 educational institutions within the State of Minnesota, including public, private charter, magnet and
Uniform: A specific style or set of clothing selected by each school that all students are required during school hours
Low-income: Assistance Financial support provided to families who cannot afford uniform.
Religious or Cultural Exceptions: Schools must allow students to wear clothing items required by their sincerely held
religious beliefs or cultural practices (for example:hijabs, turbans, yarmulkes, or other modesty garments.)
Fundings for uniforms will come from state education funds and local school budgets.
Additional financial assistance will be available to families who qualify for free or reduced lunch programs.
Schools may also partner with clothing companies, hold fundraising events, or use community grants to reduce uniform
SECTION V – PENALTIES/ENFORCEMENT
School administrators and teachers will be responsible for enforcing the uniform policy.
Students who fail to follow the policy will first receive a warning, followed by a parent conference for repeated
Students will be penalized with in school suspension if unable to follow the policy, assistance must be offered before
any disciplinary action is taken.
SECTION VI – EFFECTIVE DATE
Beginning of the 2027-2028 school year.
