BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
change the fine for speeding in school zones.
 
SECTION I - PURPOSE
This bill will increase the fine for speeding in school zones during school hours to triple the normal amount, and
increase the fine for speeding in school zones at any time by $25. This aims to decrease the number of children injured
or killed in car accidents.
 
SECTION II - JUSTIFICATION
More than 100 schoolchildren are injured or killed in car accidents every year, which is too high. A car travelling at
50 miles per hour has an 85% chance of killing a person it hits, while a car travelling at 20 mph has only a 5% chance.
Increasing the fine of speeding in school zones will dissuade people from going at dangerous speeds while children are
nearby, decreasing the chance that kids are hit. Currently, there is only an extra fine during the morning, recess, and
afternoon, but children are still present around the building during school hours. This bill will institute a fine
during all school hours, as well as $25 extra at any time.
 
SECTION III - DEFINITIONS
School zone- any section of road next to public or nonpublic school property where children can enter the road. Any
established school crossing is also considered a school-zone.
 
SECTION IV - FUNDING
No funding will be needed.
 
SECTION V – PENALTIES/ENFORCEMENT
The penalty for speeding in school zones during school hours will be triple the normal amount that would be charged for
exceeding the speed limit, and an extra $25 any other time.
 
SECTION VI – EFFECTIVE DATE
This bill will go into effect on the 1st of August, 2026.
